Balford Ukraine LLC publishes a letter from People’s Deputy of Ukraine Andriy Kit regarding the construction of small hydropower plants (Verkhovna Rada of Ukraine Apparatus document dated 19 December 2024, No. 327d9/9-2024/286473).

The letter stresses that, amid challenges facing Ukraine’s energy sector after Russia’s full-scale aggression began in 2022, priorities include decentralising power supply, system balancing, and developing hydropower. The cascade project with a capacity of 13.4 MW (1 MW, 2.4 MW, 10 MW), with the potential to increase to 38.4 MW, planned in the village of Dovhe Hirske, Skhidnytsia territorial community, Drohobych district, Lviv Region, is classified as small hydropower and balancing capacity.
The 1 MW HPP designed by Balford is identified as critical infrastructure important for reliable regional power supply. The People’s Deputy considers it necessary to treat the project as a priority and implement it as soon as possible.
The letter also cites existing permitting and environmental grounds for the 1 MW plant: construction works permit from DIAM dated 14.12.2021 (No. IU012211214329), environmental impact assessment (No. 20181252331) dated 16.05.2019, and expert review (No. 14-2224-19) dated 15.06.2021.
The letter is signed by Andriy Kit, Chair of the subcommittee on non-conventional and renewable energy sources and alternative fuels.
